一、CIOPI中國(guó)鐵礦石價(jià)格指數(shù)的結(jié)構(gòu)
CIOPI@**@鐵礦石價(jià)格指數(shù)由一個(gè)綜合指數(shù),國(guó)產(chǎn)鐵礦石價(jià)格指數(shù)、進(jìn)口鐵礦石價(jià)格指數(shù)兩個(gè)分項(xiàng)指數(shù)構(gòu)成。中國(guó)鐵礦石價(jià)格指數(shù)是在計(jì)算“國(guó)產(chǎn)鐵礦石價(jià)格指數(shù)”和“進(jìn)口鐵礦石價(jià)格指數(shù)”的基礎(chǔ)上,按上年全年進(jìn)口鐵礦石和國(guó)產(chǎn)鐵礦石占國(guó)內(nèi)生鐵產(chǎn)量的權(quán)重,加權(quán)平均算出。
(一)國(guó)產(chǎn)鐵礦石價(jià)格指數(shù)
國(guó)產(chǎn)鐵礦石價(jià)格指數(shù)包含:
1、62%品位國(guó)產(chǎn)鐵礦石價(jià)格指數(shù);
2、62%、65%品位國(guó)產(chǎn)鐵礦石價(jià)格(人民幣干基出廠含稅價(jià))。
以1994年4月份國(guó)產(chǎn)鐵精礦的市場(chǎng)價(jià)格為100點(diǎn),以后各期62%品位國(guó)產(chǎn)鐵礦石價(jià)格與之進(jìn)行比較、計(jì)算后得出指數(shù)。基數(shù)起點(diǎn)和計(jì)算方法與鋼鐵協(xié)會(huì)目前公布的CSPI中國(guó)鋼材價(jià)格指數(shù)及英國(guó)商品研究所公布的CRU**鋼材價(jià)格指數(shù)一致。
(二)進(jìn)口鐵礦石價(jià)格指數(shù)
進(jìn)口鐵礦石價(jià)格指數(shù)包含:
1、62%品位進(jìn)口鐵礦石價(jià)格指數(shù);
2、62%品位直接進(jìn)口鐵礦石到岸美元價(jià)格;
3、62%品位進(jìn)口鐵礦石現(xiàn)貨貿(mào)易人民幣含稅價(jià)格;
4、58%品位直接進(jìn)口鐵礦石到岸美元價(jià)格;
5、58%品位進(jìn)口鐵礦石現(xiàn)貨貿(mào)易人民幣含稅價(jià)格。
以1994年4月份進(jìn)口粉礦市場(chǎng)價(jià)格為100點(diǎn),以后各期62%品位進(jìn)口鐵礦石價(jià)格與之進(jìn)行比較、計(jì)算后得出指數(shù)?;鶖?shù)起點(diǎn)和計(jì)算方法與鋼鐵協(xié)會(huì)目前公布的CSPI中國(guó)鋼材價(jià)格指數(shù)及英國(guó)商品研究所公布的CRU**鋼材價(jià)格指數(shù)一致。
二、中國(guó)鐵礦石價(jià)格指數(shù)的編制方法
(一)國(guó)產(chǎn)鐵礦石價(jià)格指數(shù)的編制方法
1、數(shù)據(jù)來(lái)源
國(guó)產(chǎn)鐵礦石價(jià)格基礎(chǔ)數(shù)據(jù)通過(guò)中國(guó)冶金礦山企業(yè)協(xié)會(huì)的國(guó)產(chǎn)鐵礦石價(jià)格信息系統(tǒng)進(jìn)行采集。根據(jù)國(guó)產(chǎn)鐵礦石產(chǎn)量分布情況,兼顧各行政區(qū)域的平衡,在**范圍選擇14個(gè)省區(qū)市、32個(gè)礦山區(qū)域的國(guó)產(chǎn)鐵精礦市場(chǎng)成交含稅價(jià)格作為計(jì)算國(guó)內(nèi)鐵礦石價(jià)格指數(shù)的數(shù)據(jù)基礎(chǔ)。2014年,所選區(qū)域鐵礦石產(chǎn)量占**產(chǎn)量的89.84%。
2、計(jì)算方法
(1)權(quán)重系數(shù)
國(guó)產(chǎn)鐵礦石根據(jù)各省區(qū)市上年度鐵礦石產(chǎn)量,占所選全部區(qū)域產(chǎn)量的比重作為各省區(qū)市的權(quán)重系數(shù)(每年2月按上年產(chǎn)量情況調(diào)整一次)。
(2)樣本標(biāo)準(zhǔn)
A.65%品位國(guó)產(chǎn)鐵礦石樣本標(biāo)準(zhǔn)如下:
△含鐵量:65%,選樣區(qū)間60%-67%;
△濕度:8%,選樣區(qū)間6%-10%;
△二氧化硅:5%,選樣區(qū)間4-6%;
△二氧化鋁:0.75%,選樣區(qū)間0.3%-1.2%;
△磷:不高于0.03%;
△硫:不高于0.05%;
△酸堿性:酸性為標(biāo)準(zhǔn),將堿性納入搜集范圍,并將其根據(jù)市場(chǎng)價(jià)差折算為酸性;
△粒度:70%以上的粒度在0.074mm以?xún)?nèi);
△數(shù)量:每宗交易合同量不小于1000噸;
△地點(diǎn):中國(guó)14個(gè)省市區(qū)、32個(gè)礦山區(qū)域的出廠價(jià);
△付款方式:*%現(xiàn)金付款。其他方式付款交易的鐵精粉將被標(biāo)準(zhǔn)化為現(xiàn)金交易;
△估價(jià)單位:人民幣/元,含17%的增值稅
B.62%品位國(guó)產(chǎn)鐵礦石樣本標(biāo)準(zhǔn)與65%品位國(guó)產(chǎn)鐵礦石樣本標(biāo)準(zhǔn)相同
(3)價(jià)格指數(shù)編制方法
按14個(gè)省區(qū)市、32個(gè)礦山區(qū)域的國(guó)產(chǎn)鐵精礦干基市場(chǎng)含稅價(jià)格,統(tǒng)一換算為65.0%品位、干基含稅標(biāo)準(zhǔn)價(jià)格;再加權(quán)計(jì)算**鐵礦石平均價(jià)格;該品位價(jià)格不折算為指數(shù)。
按14個(gè)省區(qū)市、32個(gè)礦山區(qū)域的國(guó)產(chǎn)鐵精礦干基市場(chǎng)含稅價(jià)格,統(tǒng)一換算為62.0%品位、干基含稅標(biāo)準(zhǔn)價(jià)格;再加權(quán)計(jì)算**鐵礦石平均價(jià)格;**加權(quán)平均價(jià)格指數(shù)以1994年4月價(jià)格為100點(diǎn),計(jì)算國(guó)產(chǎn)鐵礦石價(jià)格指數(shù)。
(二)進(jìn)口鐵礦石價(jià)格指數(shù)的編制方法
1、數(shù)據(jù)來(lái)源
(1)進(jìn)口鐵礦石價(jià)格直報(bào)系統(tǒng)按日收集的企業(yè)直接進(jìn)口鐵礦石合同價(jià)格數(shù)據(jù);
(2)進(jìn)口鐵礦石價(jià)格直報(bào)系統(tǒng)按日收集的企業(yè)進(jìn)口鐵礦石現(xiàn)貨貿(mào)易合同價(jià)格數(shù)據(jù);
(3)專(zhuān)家組成員、信息員每個(gè)工作日對(duì)直接進(jìn)口鐵礦石的評(píng)估價(jià)格(美元計(jì)價(jià));
(4)專(zhuān)家組成員、信息員每個(gè)工作日對(duì)進(jìn)口鐵礦石現(xiàn)貨貿(mào)易的評(píng)估價(jià)格(人民幣含稅計(jì)價(jià));
(5)參考大連商品交易所鐵礦石主力合約當(dāng)日收盤(pán)價(jià)格變動(dòng)情況、北京**礦業(yè)權(quán)交易所鐵礦石現(xiàn)貨平臺(tái)當(dāng)日?qǐng)?bào)盤(pán)成交合同價(jià)格,以及新加坡GlobalOre現(xiàn)貨交易平臺(tái)當(dāng)日成交合同價(jià)格。
2、計(jì)算方法
(1)基礎(chǔ)數(shù)據(jù)
進(jìn)口鐵礦石價(jià)格指數(shù)基礎(chǔ)數(shù)據(jù)分為兩部分,即合同數(shù)據(jù)和評(píng)估數(shù)據(jù)。
一是將各方面報(bào)送的直接進(jìn)口鐵礦石合同價(jià)格在考慮升貼水后統(tǒng)一換算為62.0%品位和58%品位干基不含稅美元價(jià)格,并按實(shí)際合同量加權(quán)計(jì)算出進(jìn)口鐵礦石平均到岸價(jià)格;
二是將各方面報(bào)送的進(jìn)口鐵礦石現(xiàn)貨貿(mào)易合同價(jià)格,在考慮升貼水后統(tǒng)一折算為62%品位和58%品位干基含稅人民幣價(jià)格,并按實(shí)際合同量加權(quán)計(jì)算出進(jìn)口鐵礦石現(xiàn)貨貿(mào)易人民幣價(jià)格;
三是大連期貨交易所進(jìn)口鐵礦石期貨主力合約每個(gè)交易日收盤(pán)價(jià)格的變化數(shù)據(jù);
四是評(píng)估數(shù)據(jù),來(lái)自**30位專(zhuān)家和79位信息員每個(gè)工作日上報(bào)的數(shù)據(jù)。
根據(jù)不同的比例,計(jì)算出綜合價(jià)格,其中62%品位直接進(jìn)口鐵礦石到岸美元價(jià)格再以1994年4月進(jìn)口鐵礦石美元價(jià)格為100點(diǎn),計(jì)算出進(jìn)口鐵礦石價(jià)格指數(shù)。
▲62%品位直接進(jìn)口鐵礦石到岸美元價(jià)格和進(jìn)口鐵礦石現(xiàn)貨貿(mào)易人民幣含稅價(jià)格計(jì)算過(guò)程如下:
第一步:將所采用的合同統(tǒng)一標(biāo)準(zhǔn)化為62%品位的數(shù)據(jù),篩選條件為:合同簽定日期為當(dāng)日,品位折算、S、P、Al和Si等按標(biāo)準(zhǔn)折扣折算,扣除水分、雜質(zhì)等;
第二步:對(duì)專(zhuān)家組和信息員組上報(bào)的估價(jià)數(shù)據(jù)進(jìn)行處理;
第三步:對(duì)大連商品交易所收盤(pán)價(jià)格數(shù)據(jù)進(jìn)行采集;對(duì)北礦所數(shù)據(jù)進(jìn)行采集;對(duì)新加坡GlobalOre數(shù)據(jù)進(jìn)行采集;
第四步:按照一定的比例對(duì)各類(lèi)數(shù)據(jù)進(jìn)行計(jì)算得出當(dāng)日的62%品位直接進(jìn)口鐵礦石到岸美元價(jià)格和進(jìn)口鐵礦石現(xiàn)貨貿(mào)易人民幣含稅價(jià)格;
第五步:根據(jù)62%品位國(guó)產(chǎn)礦價(jià)格和62%品位直接進(jìn)口鐵礦石到岸美元價(jià)格分別計(jì)算各自的指數(shù),然后根據(jù)各自的權(quán)重,綜合計(jì)算得出中國(guó)鐵礦石價(jià)格指數(shù)。
58%品位直接進(jìn)口鐵礦石到岸美元價(jià)格和現(xiàn)貨貿(mào)易人民幣含稅價(jià)格計(jì)算過(guò)程類(lèi)似,但不計(jì)入指數(shù)計(jì)算。
(2)樣本標(biāo)準(zhǔn)
A.62%品位直接進(jìn)口鐵礦石到岸美元價(jià)格數(shù)據(jù)樣本標(biāo)準(zhǔn)如下:

Compilation Methodology of CIOPI
1,Composition of CIOPI
CIOPI are constituted by a comprehensive index and two sub indexes namely domestic iron ore price index and imported iron ore price index. On the basis of the calculation of domestic iron ore price index and imported iron ore price index, CIOPI is the weighted average according to the weight of the imported iron ore and domestic iron ore over the domestic pig iron output.
1.1, Domestic iron ore price index
Domestic iron ore price index includes
first, 62% iron content domestic price index;
second, 62% and 65% domestic iron ore price (ex factory dry RMB price with tax included)
Take the market price of domestic concentration in Apr, 1994 as 100 points, the index of the 62% domestic iron ore is calculated in comparison with the 100 points. The starting points and calculation method is in line with the present CSPI (China Steel Price Index) and the international steel products price of CRU.
1.2,Imported Iron ore price index
Imported iron ore price index includes:
1.2.1, 62% imported iron ore price
1.2.2, 62% direct import CIF price in USD
1.2.3, 62% import spot RMB price including tax
1.2.4, 58% direct import CIF price in USD
1.2.5, 58% import spot RMB price including tax
Take the market price of imported fines in Apr, 1994 as 100 points, the price index of the 62% domestic iron ore is calculated in comparison with the above 100 points. The starting points and calculation method is in line with the present CSPI (China Steel Price Index) and the international steel products price of CRU.
2, Compilation methodology of China Iron ore price index,
2.1, domestic price index
Sources:
The figures are collected via the domestic price information system of China Metallurgical Mining Enterprises Association. Based on the domestic iron ore output distribution and take into account the balance of administrative regions. the transaction domestic price including tax from 4 provinces and 32 mining areas are selected as the data base of domestic price index calculation. In 2014, the total output of the selected area made up 89.84% of the nation’s total output.
2.2, methodology
2.2.1, weight coefficient,
The weight coefficient was based on the proportion of iron ore output of the provinces in the previous year over the total output. (Adjustment was made every February according to the output in the previous year)
2.2.2, sample
A, the standard of 65% domestic iron ore sample is as follows:
Iron content: 65%, range: 60%-67%
Humidity: 8%, range: 6-10%
Silicon dioxide: 5%, range: 4-6%
Alumina: 0.75%, range: 0.3-1.2%
Phosphorous: less than 0.03%
Sulphur: less than 0.05%
PH value: acidity based, alkalinity converted into acidity
Granularity: over 70% within 0.074mm
Quantity: contracted volume of each transaction no less than 1000 tons
Place: ex factory price of 14 provinces and 32 mining areas
Payment: *% in cash. Other ways of payment will be standardized as cash transaction
Unit of price assessment: RMB/ton with 17% value added tax
B, the standard sample of 62% domestic iron ore is the same as 65% content.
2.2.3, Price index compilation methodology:
The domestic dry concentration price with tax in the 14 provinces and 32 mining areas are converted into 65% content dry standard price with tax, according to which the domestic price are calculated by weigh average. The 65% price would not be converted into index.

The nation’s weigh average price index takes the price in Apr, 1994 as 100 points to calculate domestic iron ore price index.
2.3, imported price index
2.3.1, Sources:
The basic data of imported iron ore price are sourced from:
2.3.1.1, the import price direct report system based on the direct import iron ore contract price collected by enterprises daily
2.3.1.2, the import price direct report system based on the direct import iron ore spot price collected by enterprises daily
2.3.1.3, price of the direct import iron ore assessed by experts group on every working day (calculated by USD)
2.3.1.4, price of the direct import iron ore assessed by personnel in charge of information on every working day (calculated by USD)
2.3.1.5. Import iron ore spot price assessed by expert group on every working day (calculated by RMB with tax)
2.3.1.6, import iron ore spot price assessed by personnel in charge of information on every working day (calculated by RMB with tax)
2.3.1.7, the closing price change of dominant contract of Dalian Commodity Exchange on that day
2.3.1.8, transaction price by the offer of CBMX platform on that day
2.3.1.9, transaction price by the offer of Global Ore on that day
2.3.2,Calculation Methodology
2.3.2.1, basic data
The basic data of Iron ore import price index consist 2 parts, contracted data and evaluated data.
Contracted data refers to firstly the price in USD of dry 62% and 58% exclusive of tax converted by the direct imported contract price, and the average CIF price was calculated by the weighed practical contract
Secondly the RMB price of 62% and 58% dry products converted by the imported contract price of the spot transaction, and the imported spot trade RMB price was calculated by the weighed practical contract
Thirdly the closing price change on every trading day of the import iron ore future dominant contract of Dalian Future Exchange
Fourthly the data reported by 30 experts and 79 liaison men from nationwide on every working day.
The comprehensive prices are calculated based on various proportions. Take the imported iron ore US price in Apr, 1994 as 100 points, the imported 62% Fe content iron ore CIF price was calculated for the imported iron ore price index.
The calculation of CIF USD price of 62% direct import iron ore and RMB price of the imported iron ore in spot trade are as follows:
First, convert all the contract data into 62% Fe content. The condition of screening is that the contract was signed on that day, and S,P, Al and Si was converted by the standard with the deduction of water and impurities.
Second , process the evaluation data submitted by the panels and researchers.
Third, collect the closing price data of Dalian Commodity Exchange, CBMX and Global Ore.
Fourth, based on the proportion, the 62% direct imported iron ore CIF USD price and imported iron ore spot trade RMB price with tax included are calculated via various data.
Fifth, based on the 62% Fe content domestic price and 62% direct imported iron ore CIR USD price, each index is calculated. China Iron Ore Price Index is comprehensively calculated based on the weight of each index.
The calculation of 58% Fe content direct imported iron ore USD CIF price and spot trade RMB price with tax included are likewise, but not included in the index calculation.

Direct imported CIF USD price and imported spot trade RMB price with tax are calculated by the average weigh of the practical contract volume. Premiums will be calculated according to standard for the quality difference.
